Merge lane run: batch the queued PRs, run the full gate (if any) once on their merged tree, and merge the batch when it is green. Filed by the control plane (`app/merge_lane.py::ensure_lane`).

Outcome

Merged PR #6196 (Task 7814) at a68e13cd after quick gate green on merged tree (5861 passed). Nothing ejected. Queue empty, develop not red, no health breaches. Batch time 69s (gate 55s).
