Merge lane run: batch the queued PRs, run the full gate (if any) once on their merged tree, and merge the batch when it is green. Filed by the control plane (`app/merge_lane.py::ensure_lane`).

Outcome

Merged #6195 (d9d941e1) and #6184 (2640bfd9), both quick-gated green; none ejected. Queue empty, develop not red, no health breaches. Each batch took 44s, 32s of it the gate.
