Task page, board and queue polish

Goal: the task page paints its final layout on first load without shifting, offers only meaningful controls, and reads well on a phone. The board and queue keep what the removed list styles offered. Consolidates drafts 7655, 7671, 7649, 7694, 7628 and items from 7645 (2, 3). 1. First paint: `GET /api/tasks/{id}/page` carries project and feature names, so a cold page's trail is right at once. The cached header sits over a tab strip and skeleton body, not bare "Loading…". The TaskDetailPage chunk is prefetched when the board mounts. Crumb pickers reserve their caret while loading. 2. Details: the State control is shown only when it offers a change (or is lighter). An epic's Runner names the running child. "Assigned to" shows the person's plain name (no "acting…" suffix) and isn't truncated. 3. The other org's ⋯ Duplicate reads "Duplicate in <org>", as on the board. 4. Questions: rounds from one AskUserQuestion with a shared header are grouped. "Answer not picked up" offers its remedy (Stop/Re-run, Open web console). The node reports its ACP host's delivery decision, so the page can tell "never received" from "agent never resumed". On a phone, Attach stays inline and "Comment only" looks secondary. 5. Board: queued rows show priority and can change it from ⋯. Decide on renaming "Filter & view" and record the choice. On a phone, Orgs and the project picker share one row. The Hidden row's label isn't dimmed. Rows show their creator on a phone. 6. Queue: a held row's badge sits on the meta line on a phone, and running rows show run age (`QueueRowOut` exposes the start time). Out of scope: Activity/timeline content; restructuring `pages/taskDetail/`. Done means: - Each item shipped with a vitest/e2e test or declined with a reason.
