Task board: lock another org's row

Seen during Task 7444's visual check (operator, All orgs, /tasks at 1280px and 390px). 1. On the board, Org B's draft row ⋯ offers Edit, Move…, Start, Waiting… and Complete, but the same task's page locks all of them ("only Delete here"). Offer only the verbs the task page offers on another org's row (Delete and Select). 2. Edit on that row opens a page where nothing can be edited. Hide it, or label it View. Out of scope: who may delete what; the act-as mechanism. Done means: - Another org's row ⋯ on /tasks lists the same write verbs as its task page ⋯, covered by a unit test. - Screenshots at 1280px and 390px. Required checks: ./dc check full

Another org's /tasks row ⋯ now lists Duplicate, Delete, Select, matching its task page; Edit hidden. Unit-tested; checked at 1280/390px. PR #6054 merged, deploy superseded. Develop has a duplicate migration id 202610190800 (not this PR). Follow-up draft 7513.
