Fix Task Lazy Loading Order

When more than 50 tasks are active. it does not show some of older that are in progress until I scroll down. Lazy load must return tasks in the order that they are shown on the screen. Also optimize the performance ![image.png](attachment:img-U6dJLpjkxm.png)

Outcome

State board now lazy-loads in screen order (?order=section, folded Done skipped) by keyset page; list query 62→9 ms (JIT off) + dump_json path. Quick gate green; PR #5980 merged by lane (9a27a78); its deploy was superseded. Follow-up draft #7394.
