Profile › Alerts follow-up polish found in Task

Found while checking Profile › Alerts on the live stack (Task 7227). 1. Events table has ~18 rows and no bulk control; add one "All on / All off" affordance on the Send heading so a person muting alerts needn't click every box. 2. At 390px the Telegram "linked in another org" banner wraps to three lines beside its Turn on button; shorten the copy (e.g. "Telegram @ann_tg is linked in another org.") so it fits two lines. 3. A row whose Send is off still shows its Detail picker at near-full weight (bold "Full" while muted); dim the whole Detail cell of an off row to match the disabled checkbox. 4. The Email method's "Not verified — sign in with Google, Microsoft or GitHub once." caption has no action; link the provider sign-in (as Security's sign-in options do) or name where to do it. Out of scope: delivery logic, the events vocabulary, Slack/email delivery. Done means: - Each item fixed or declined with a one-line reason in the PR. - Screenshots of Profile › Alerts (desktop + 390px) in the report. - `./dc check full` green.

All 4 Alerts items done: bulk Send checkbox, off-row Detail dimmed, two-line Telegram banner (merged with 7211's copy), email caption names the sign-in page (link declined). Merged #5899. Full gate green except one stage that fails only on this host (no sqlalchemy). Deploy superseded. Draft 7259 filed.
