Audit › Control plane: polish from Task 7216's

Found during Task 7216's desktop visual check of Audit › Control plane (local stack, not on ECS, analytics unconfigured). 1. Efficiency's unconfigured line should deep-link to the new section (`/audit/control-plane#session-analytics`) and scroll to it, rather than landing at the top of the tab, where the Tasks table can push the section below the fold. 2. Off ECS, the Tasks section shows the Refresh button and an empty "No tasks recorded" block under a banner that already says the CP is not on ECS; collapse Tasks to that banner when `configured` is false and no rows were ever recorded. Out of scope: making analytics editable; the Efficiency tab's own copy. Done means: - A web test covers each item. - A desktop screenshot on the live stack shows both.

Efficiency's unconfigured line deep-links to Control plane #session-analytics (scrolls there); Tasks collapses into the off-ECS banner when nothing is recorded.
