Console follow-ups from the Task 7180 UI check

Found while checking Task 7180 on a local stack (operator e2e-smoke, "All orgs"). 1. **The locked-page notice says "Switch to <org>" for an operator.** `ui/OrgIndicator.tsx::OtherOrgNotice` labels its act-as button "Switch to Org B" (e.g. on `/tasks/41`), while the create refusal and Add node say "Act as <org>". Use "Act as <org>" wherever the button enters act-as. 2. **Settings search splits a hyphenated query.** "re-register" searches "re" AND "register", so "re" matches nearly every entry and unrelated labels (Registered address, Collect tax) outrank the panel that holds Re-register. Match a hyphenated query as one word too (its joined spelling), and rank that first. 3. **A task page requests `/api/tasks/<id>/live-cast` and gets 403.** Opening a task with no live session (operator on `/tasks/1`, or acting as Org B on `/tasks/41`) logs a 403 on every open. Don't request the live cast when the row has no session or the caller may not read it. Out of scope: act-as semantics on the API; Settings page layout. Done means: - Each item fixed with a test, or declined with the reason in the report. - A screenshot of each fixed surface in the report.

Fixed all 3: notice says "Act as <org>"; hyphenated settings search matches its joined spelling, ranked first; no live-cast 403 (same gate also via #5865). Tests + visual check done. PR #5875 merged 9e1e152d3; deploy superseded. Filed #7228.
