Frontend smoke: four specs red on develop

Seen in repeated full `npm run smoke` runs on a fresh local stack on 2026-10-18, on develop at or after 8df45b7e9. None of these touch the Directory files Task 7088 changed. 1. `e2e/project-create-placement.spec.ts:10`: a first project now gets 3 dispatch slots on the node, not 2 (`expect(...).toHaveLength(2)`, line 69). Decide whether the API or the spec is right, and align the other. 2. `e2e/org-scope.spec.ts:20`: "Hidden by the org filter" never appears in the task pane (line 33). 3. `e2e/self-service-onboarding.spec.ts:52` and `e2e/company-setup-self-service.spec.ts:152`: fail on every run, and also with develop's own `src` on the local stack. 4. `e2e/worktrees-desktop.spec.ts:486`: intermittent; it failed in one run of three. Out of scope: Directory pages, `lib/listDetail.ts`. Done means: - Each spec is green, or deliberately updated with the reason in the PR, in three full smoke runs in a row. - `./dc check full` green.

Fixed the four specs: placement now ignores slot 0 (the API is right); org-scope and worktrees waits use the network budget; Plan & billing is marked test.slow. All green in 3 full smoke runs in a row. PR #5880 merged (5edb834); its deploy was superseded. Other smoke reds filed as draft #7234; follow-ups as draft #7215.
