Console polish: launcher clearance shell-wide, memory
Found during Task 7121's visual check (desktop 1440px, local stack).
1. The floating Help launcher covers right-aligned table columns on any page whose content runs to the right edge; Task 7121 fixed only Audit › Sessions › Efficiency with a per-page right pad. Move the right clearance into the shell (`LAUNCHER_CLEARANCE_SX` beside the bottom one) so every scrollport keeps the launcher's seat, and drop per-page pads.
2. With that per-page pad, Efficiency's cards stop 64px short of the tab strip's underline; a shell-level solution would keep them aligned.
3. Project › Memory: the neutral "Code map: not built" chip reads low-contrast (bold white on dark outline next to amber chips); give it the muted tone other neutral chips use.
4. Project › Memory: Kind/Status/Sort filters show while the list is still "Loading…"; consider a skeleton row instead of a bare spinner under full filters.
Out of scope: project-memory backend behaviour; the per-unit columns and Release action (Task 7100).
Done means:
- Each item fixed or explicitly rejected with a reason in the PR body.
- Visual check at 1440px with screenshots.
- `./dc check full` green.
Outcome
Help launcher right clearance moved into the shell (per-page pads dropped, Efficiency aligned); neutral chips muted; Memory list skeleton. Quick gate + 1145 vitest green; lane full gate merged #5820 (ea3db27d5); deploy superseded. 1440px visual check done. Follow-up draft #7170.
