Consolidate Documentation Under CLAUDE.md Router

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

Docs audit found the tree already clean (ADRs current, no dupes/trackers, all routed); deleted empty reserved data/ dir + refs. PR #5756 merged. Quick gate green; full gate had one unrelated flaky e2e, CI was the gate. Deploy not watched (docs-only).
