Project memory surfaces: honest chips, phone-friendly

Goal: Project › Memory and Audit › Efficiency › Project memory tell the truth at a glance, work at 400px, and never offer a control that can do nothing. The items below are goals, not literal steps: decline any with a reason. Project › Memory tab 1. The Code map chip is not green until a first build lands. Once built, it shows the short sha in green. 2. At 400px: - Titles get the width: use compact actions (icon or shorter labels). - A clamped title is never lost for good: a tap expands the row, or the expanded body shows the full title. - The Body toggle keeps a fixed width (aria-expanded and an icon state) so nothing reflows. 3. Facts line: - Show the status reason alone and muted, without the "Reason" label. - Put the reason last, so the counts stay together on a flagged unit. 4. On a wide page, align the Kind, Status and Sort selects to the row's end, or let Repository take the gap. 5. Fold the two-line feed-reason line ("Distill, Secret check, Canon check: No memory model credential…") into the stopped chips' tooltip, plus one short link. Audit › Sessions › Efficiency › Project memory 6. With no project to compare, hide or disable the Project and Persona pickers and the 7d/14d/30d toggle; show the empty state alone. 7. Empty states: - The unconfigured-analytics empty state is one line, e.g. "Analytics not configured". - Hide the "Genuine exploration — not measured" tile when there is nothing to measure. Out of scope: memory gates, curation, runner tools; comparison maths, the comparison API and the plan gate. The phone bottom nav is covered by the Console shell task. Done means: - Screenshots at 400px and in the 1280px list-detail pane. - One vitest per changed behaviour (ProjectMemoryTab, ProjectMemoryPanel). - `./dc check full` is green. Consolidates drafts 6902, 6891, 6917, 6889 and items 1–3 of 6898 (Task 6937).

Project memory surfaces: Code map chip neutral until built; reasons moved into chip tooltips plus a Set memory model link; reason muted and last; tap/keyboard expands the title; compact Body control; wide filters; Efficiency pickers and tile hidden when empty; analytics reason fits one line. Visual check done at 400/1280/1920px. PR #5744 merged; full gate run by the lane. Period toggle kept by decision (see report); follow-ups filed as draft #6981.
