Task page Details: more polish seen

Seen on /tasks/:id Details (desktop 1440px, dev stack) while verifying Task 6768: 1. The Runner field's status ("Not running", the session id, elapsed time, "on <node>") is caption-size, but the "Sessions" link beside it is now body2. Give the whole Runner row one text size. 2. A State dropdown sits above the field grid and a State chip sits inside it, so state shows twice. Keep one, or make the grid chip the control. 3. The star-rating row under the tabs has no label or tooltip naming what is rated. Give it a short label. 4. In the Blocks list, the mono "task #7" prefix sits far right of the status dot and the titles truncate early. Tighten the row so the title gets the width. Out of scope: the Tasks board list, task states and transitions, API changes. Done means: each item visible on /tasks/:id on a dev stack, with a screenshot per item; `./dc check full` green.

Runner row now one text size, rating labelled "Rate result", Blocks rows tightened (PR #5690, merged ecdbb30ca). State already showed once on develop. Each item checked live at 1440px. Changed-area suites 118/118. Full gate not re-run locally. Follow-up draft: #6878.
