Settings polish (3): phone chrome and Range

Seen on the live stack as an Org Admin (e2e-orgadmin-b) at 390px while verifying Task 6697. 1. On a phone, Settings shows the "Set up your company" bar stacked over the bottom tab bar, together ~170px of an 844px viewport; collapse the bar to its minimized form on Settings pages (or after first dismissal) so the last card's content is not hidden behind it. 2. Settings > Infrastructure: the Ports knobs read "Set by an operator. Ask them for a change." while Range starts beside it offers an org admin "Add var"; state in one place what an org admin may change there, so the two cards don't read as contradictory. 3. The first knob row's help tooltip (now above its label) covers its card's title bar; give the first row a placement that stays inside the card (e.g. bottom-start for idx 0). Out of scope: which settings an org admin may edit (item 2 is copy/affordance only); Tags; operator-only views. Done means: each item verified on the live stack as an Org Admin at 390px and desktop (screenshot per item); `./dc check full` green.

On a phone, Settings now shows the onboarding tab instead of the bar. Ports' operator note names its card. The first row's tooltip opens below its label. Visual check at 390px and desktop passed; quick gate and tests green. PR #5653 merged via lane (dd044ed5c); its deploy run was superseded. Follow-up draft: Task 6769.
