Settings polish seen as an Org Admin (Infrastructure

Seen on the live stack as an Org Admin (e2e-orgadmin-b) while verifying Task 6680. Fix each: 1. Settings > Infrastructure: the Range starts panel is a framed card nested inside a second framed card (double border, extra padding). Render it with one frame, like the Ports section above it. 2. Settings knob help tooltips (e.g. Ports > Block size) open over the next row and hide its label (Stride). Place them so the neighbouring row stays readable (e.g. to the side of the label or above). 3. On a phone (390px), the "Set up your company" setup tray sits above the tab bar over the bottom of Settings content; let the content scroll clear of it, or collapse it to a slimmer bar. 4. Loading /tasks logs console errors from Emotion: `The pseudo class ":first-child" is potentially unsafe when doing server-side rendering`. Use `:first-of-type` in that style. Out of scope: which settings an org admin may edit; operator-only views. Done means: each item verified on the live stack as an Org Admin (screenshot per item, desktop and 390px where relevant, no console errors on /tasks); `./dc check full` green.

Fixed all 4: Range starts in one card, knob tooltips clear the next row, one-line phone setup bar, :first-of-type on /tasks (0 console errors). Visual check done desktop + 390px as org admin. Full gate green; PR #5617 merged. Follow-ups: draft 6697.
