Automations list: stop truncating Targets and When while Name

Seen on prod /automations (desktop, 1440px) during the Task 6640 docs capture. 1. The Targets column truncates ("TimeSaver app, Mobile app, Re…") and the When column truncates ("GitHub: issues opened, reo…") while the Name column leaves a wide empty gap. Size the columns to content (or let Name shrink) so Targets and When read in full at desktop width. 2. When a cell must still truncate, show the full value on hover consistently for both columns (the schedule hover shows the next run, not the full event text). Out of scope: the phone layout, the row menu, filters, any API change. Done means: - At 1440px on a list holding a 3-project automation and a GitHub event automation, neither Targets nor When is truncated (screenshot in the report). - `./dc check full` green.

Automations Target·Action and When columns now size to their widest value (capped by the list's own width, floored at the old widths); at 1440px both read whole, hover keeps full value. Visual check done 1440/1024/editor-open. Full gate green; PR #5596 merged, Jaah Deploy succeeded. Follow-up draft #6663.
