Support Org tab: make the Status filter

Found while photographing Support > Org on prod (Task 6619 docs-writer run). 1. With nothing picked, the Status filter shows only its label "Status" inside the box. The Requester filter next to it shows a floating "Requester" label and the placeholder "Any". Give Status the same shape, a floating label over "Any", so the empty state of both filters reads the same way. Out of scope: the ticket list, the sort menu, the Tickets and Requests tabs, and any API change. Done means: - On /support?tab=org, with no filter set, both boxes show a floating label and "Any". - The Support page's existing tests pass, with one assertion added for the Status box's empty value. - ./dc check full is green.

Built the Status "Any" fix and a test (full gate green), but develop already had it via 114a385bf (Task 6658, my filed follow-up). Verified it on develop with 28/28 tests and a screenshot, then closed redundant PR #5594.
