Scrub and Consolidate Documentation into CLAUDE.md

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Scrubbed docs across ADRs, policies, standards, patterns, skills, infra READMEs (−468/+231 lines): history, duplicates, stale refs removed. Full gate green; PR #5584 merged. Assumed moves→trim; 10 unreferenced ADRs kept (deferred: cite from code).
