Consolidate Stale Documentation via CLAUDE.md Router

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

Docs scrub merged (PR #5556), full gate green. Audit found docs mostly current: removed history narrative from lessons/research/DPIA/perf pattern, ADR register tidy; all docs within 2 steps of CLAUDE.md. Deploy not watched (docs-only).
