Unify Customers / {customer} / Products and Plan override switches. These are the same thing. System defaults => Plan => per Org overrrides

Unified a customer's per-org overrides on one Plan tab: switches (from Products), plan terms and the caps/quotas/cron minimum (Limits tab removed, legacy link → Plan) as one sectioned feed (Terms/Features/Limits), one row shape, dialogs for non-boolean edits. UI only; one additive API field (LimitOut.fallback_source). Operator-decided (OFF interview): Plan tab home, feed rows, UI-only chain, caps in scope. Review lane + verifier pass, ./dc check full green, visual check at 1440/390 done on the live slot. PR #5495 merged (9d201067c), Jaah Deploy to dev succeeded. Deferred (task creation refused 403): operator-org cap fallback names a plan it lacks; retire the API's unused `switch` product rows; Settings tab to the same row shape; e2e typecheck not gated (13 pre-existing errors); untested cron/products invalidations.
