Scrub Stale Docs Using CLAUDE.md Router

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

Docs audit found the corpus already clean (no stale trackers/specs, no dead ADR keys). Removed history narration in 9 ADRs, fixed a bad Home pointer and a wrong ADR cite. Full gate green; PR #5451 merged. Jaah Deploy not watched.
