Review Security Hub findings (jaah security account), especially from the standards and fix top 5 that would close the gap the most

Outcome

Security Hub: 73 open failed → 21 (11 controls). Accepted + suppressed ELB.21/22 (36), ELB.18 (6), EC2.172 (6), SecretsManager.1 (4) under R-SOC-35..38, rules scoped by resource name; SSM.1 fixed live (hosting IAM apply, all 3 machines now hold jaah-node-ssm). PR #5402 merged, full gate green, Jaah Deploy success. mem-14607/14608 used; memory_propose refused (task_state). Follow-ups in report.
