Consolidate Stale Documentation Under CLAUDE.md

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

Audited all docs/ADRs/specs/trackers/research: already clean after prior scrubs (nothing stale to delete). Merged PR #5378 closing one ui-copy routing gap; deploy runs green. Full gate: 1 unrelated api test (test_live_cast_engine) failed.
