Node Type Settings and Plan Toggles

Operator should be able to enable/disable node types (ubuntu/mac/windows) via settings and billing plan, like any other feature. Initial setting: on for Ubuntu, off for others . All plans inherit or override

Three node-type plan switches (Ubuntu on; macOS/Windows off; operator default → plan → org override), refused at the self-hosted doors, hidden in Add node. Full gate green; PR #5355 merged (e69e8ee8d), Jaah Deploy success. Visual check done on 4 surfaces. Deferred: 4 console-polish items (task_create refused, no licence); POST /api/nodes and cloud doors ungated by operator decision.
