Prune Stale Documentation for CLAUDE.md Router

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

Docs audit found the tree already clean (no stale specs/trackers; the 9 uncited ADRs are still implemented). Trimmed ADR-0126. Full gate green on rerun; PR #5336 merged. Deferred: env-var/flag claims in docs not verified against code.
