Merged #5323: net -33 lines (shared hold SQL, trigger wire-model bases, retag arms, tone map). Full gate green; Jaah Deploy succeeded. The repo is only 0.22% duplicated, so no large safe cut exists. Deferred: trigger_intake→DBOS (high risk).
