Remove Guards on Organization Soft Delete

- Remove any guards on Org delete. Any org can be soft-deleted with other stuff stopped, terminated, cascaded, etc. Soft deletion is worked in 6048 ![image.png](attachment:img-Y3Bc9y2MdM.png) - Project names are only unique inside org. globally they don't have to be ![image.png](attachment:img--xDqI0dLJO.png) - Same with host names ![image.png](attachment:img-z89SHUqgiK.png)

Outcome

Any org deletable (wind-down: tasks failed, nodes/machines ended, purge; org zero refused up front); project/node/host names unique per org; ids-only identifiers. Full gate green, PR #5285 merged, dev deploy OK. UI follow-ups in report.
