SDK README/docs: fix decline-path sample and task()
Two of the SDK's teaching samples steer tenants wrong.
1. **Decline-path settle (5909 F6).** The README and docs hello sample settle `no_pr` without uploading a report on the decline path. A task whose persona requires a report (e.g. researcher) refuses that settle, as dev task 4974 showed. Make the sample upload a minimal report before settling, or state plainly which personas need one.
2. **"check with task()" advice (5908 follow-up).** The SDK README tells agents to check the task's state with `task()`. That is the wrong call for the purpose the README gives. Correct the advice to the call that actually answers it, matching the SDK reference page in apps/docs (Using Jaah → Agents).
Fix it in jaah-ai/agent-sdk (README + samples) and in the matching apps/docs pages, so the reader docs and the README agree. Re-vendor with tools/sync_agent_sdk.py if the vendored tree changes.
Out of scope: SDK behaviour, new pages, and the connector repo.
Done means:
- Following the docs quick start on docs.dev.jaah.ai, a decline-path run settles successfully on a task whose persona requires a report. Cite the dev task id.
- The README no longer carries the wrong task() advice.
- The docs build check is green.
- The agent-sdk PR is merged with CI green, the jaah PR is merged to develop, and Jaah Deploy to dev is green.
Outcome
Decline path now uploads a report; README task() advice fixed. jaah #5219 + agent-sdk #3 + agent-connectors #3 merged; dev deploy green; dev task 4979 (researcher, dismissed) settled Done. Deferred: 4 UI suggestions in report.
