Consolidate and Prune Documentation via CLAUDE.md

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Audited 144 ADRs and living docs; fixed stale pointers, removed restated/removed-thing text (PR #5135 merged, CI gate green). Local full gate: 2 bootstrap tests fail on clean develop too. Jaah Deploy run not verifiable from here.
