Operator Allocates Read-Only Resources to Tenants

Operator should be able to allocate any node or other resource to a tenant. I can be done by creating a resource and then re-owning it, but the tenant cannot change anything in that granted resource

Outcome

Operator allocates its own node or host to a tenant via Change org. The tenant uses it but can't change its machine settings or delete it. PR #5152 merged; CI gate and Jaah Deploy green. Full gate stopped at low memory; 2 red tests also fail on base. Follow-ups in report.
