epic task 5631 in `jaah` has been `active` with every current child `done` for 30 min (threshold 30m) and did not roll up: finish child #5654 has not completed (the Finish phase has not executed). The reconcile rollup scan re-drives this every tick but cannot fix a genuinely-missing outcome — resolve the underlying cause and it will roll up on the next reconcile pass. <!-- sysdedup:epic-stuck-5631 -->
