Re-adding Deleted Host Without File Cleanup

The host was deleted and the re-added. There must not be any issues. User is not supposed to be cleaning up files. ![image.png](attachment:img-I_mTihWB_w.png)

Outcome

Ubuntu bootstrap now re-enrols a box whose former node was deleted (CP present/absent probe), no file clean-up; live/other-CP nodes still refused. PR #4965 merged, CI gate + Jaah Deploy green. Deferred: macOS/Windows.
