Scrub Stale Documentation via CLAUDE.md Router

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

Docs scrub merged (PR #4884): 4 research snapshots and ADR-0031/0058 deleted, ~60 ADRs trimmed to kernels, history narration removed, router slimmed and extended. Deploy green. Local full gate had one pre-existing argv-cap failure (also on develop).
