Find duplicate tooltips and Applying labels

Outcome

Fixed stacked tooltips: runner status (MUI tooltip and native title, "Applying" repeated) and attachment, chart and anomalies tooltips. Live visual check: one tooltip each. Full gate green apart from 2 unrelated load flakes (pass on rerun). PR #4794 merged; Jaah Deploy passed.
