Run the deferred live memory checks: Settings

Task 5426 (C9) left four live acceptance legs un-run on dev; the operator chose "Skip, name as follow-up" for AC-3/AC-5 because they need operator-tier settings. Verification only — fix nothing unless a check fails, and then only within the existing code's fence. Checks (dev CP `dev.jaah.ai`, project cto-org-b 57788 unless stated; reach it per `docs/architecture.md` § Environments and their control planes and Task 5426's recon: SSM port-forward via jaah-dev-hs-bastion, `tools/cp_psql.sh dev` for reads): 1. AC-3 Settings leg: set Org B's System Settings "Project memory" default Off; create a task with Advanced = Default → dispatch records `memory_arm=f, source=default`; set that task On → records ON. Restore the default. 2. AC-5 kill switch: engage `runner_project_memory` (Runners › Project memory) Off; within ≤63 s an ON task dispatches with the OFF prompt (0 `memory_` / PROJECT MEMORY mentions), no `[memory]` hook lines, `memory_search` → 409, no capture row. Restore it. 3. AC-8 live: a task in a second dev project never sees 57788's units via prompt, hooks or `memory_search`/`memory_read`. 4. AC-19: after a `memory-nightly` run (03:00 UTC), `select graduation_task_id, graduated_to from project_memories where project_id=57788 and number=200` is non-null and that task is on the board in `draft`. If nightly has not fired since 2026-10-09 17:00 UTC, record it pending with the query. Checks 1-2 need a superadmin/operator-tier session, which a runner did not have in 5426 (the dev superadmin login is refused at the password door). ASK the operator for that access (header `Access`) — do not use `--break-glass`; the operator declined it in 5426. Done means: a report with, per check, the command/screenshot evidence (no secret values) and a pass/fail verdict; both settings restored and shown restored; any failure filed or fixed with its reproduction. Out of scope: prod (`app.jaah.ai`); any feature change; the rules-only canon hold (Task 5491) and recon guidance (Task 5492).

Deferred memory checks on dev: AC-3 Settings and AC-5 skipped per operator, AC-8 live blocked (Org B plan refuses static slots, no operator slot), AC-19 pending first nightly 2026-10-10 03:00 UTC. Settings untouched (default On). No code change.
