Net −157 LOC: dropped the inert portfolio_rule tables (mig 0401), made placement_org a single hop, added a shared clock and a shared LLM loop, and unified web live-refetch, inline edit, list views and dialogs. CI green; PR #4772 merged; dev deploy succeeded. Local reds also fail on develop. No massive dead area found; follow-ups in report.
