Consolidate stale docs under CLAUDE.md router

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

Docs scrub merged (PR #4749): removed history narrative/dated snapshots, fixed dangling ADR refs. Docs reachable ≤3 hops. Deferred: ADR restatements of Home docs, TRACKER-CONVENTION decision. One pre-existing selftest failure (atime) on base.
