Fix flaky test start-the-compose-stack

The merge lane saw `start-the-compose-stack` fail and then pass on a rerun of the same tree. - Test: `start-the-compose-stack` - Tree: `0883b303e800123998c65006fa6cf5b28e7e8fcd` - Lane task: 14257 - Flake record: 01a1aae6-6a7c-7433-bd38-282189e54095 Make it deterministic; do not delete it unless it tests nothing.

Outcome

Fixed start-the-compose-stack flake: api image apk fetches (libLLVM stalled 977s) now bounded (300s + 60s no-progress) and retried 3x. Quick gate green, no-cache build green; PR #8009 merged (dc0a4ee), Jaah Deploy succeeded. Memory: proposed 1 gotcha (mem-38031).
