Audit and consolidate stale documentation into single source

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

Audited ADRs, policies, specs, infra docs: all ADR homes and paths valid, no stale trackers. Fixed verified findings (history wording, wrong ADR cite, orphan AGENTS.md link) in PR #8000, queued to merge lane. Larger ADR trims deferred. Memory: none applied.
