Polish Easy Mode App panel's failure

Seen on dev (org t13444-easy, project 57907 → General) while verifying Task 13989. 1. The failed-app message shows the raw AWS error to the member ("lambda refused PutFunctionConcurrency (HTTP 400): InvalidParameterValueException — Specified ReservedConcurrentExecutions…"). Show a short tenant sentence ("Hosting capacity isn't ready yet; we'll retry") and keep the AWS detail for operators only. 2. At 390px that message fills most of the screen and pushes Address/Status below the fold; keep it to one or two lines with the detail behind "Show details". 3. On desktop the panel's last row (Repo) sits flush against the project Name field below it; add the section spacing other General sections use. 4. The panel lists Repo, and the Repositories table just below repeats it; drop one. Out of scope: provisioning, the Lambda quota, the wizard. Done means: - A failed app reads as one plain sentence for a member, with full detail for an operator; desktop + 390px screenshots on dev show no clipping and section spacing matching the rest of General.

A failed Easy Mode app now shows members one plain sentence. The API serves failure_detail to operators only, behind "Show details". Repo row dropped; section spacing added. Quick gate green; PR #7993 queued after merging develop. Visual check done on the local stack (desktop + 390px): no clipping. Dev deploy not watched (settles on queue). Memory: used mem-25288.
