Hide setup prompts Easy Mode already

Found by the finish phase of epic 13411 (sponsored Easy Mode app hosting). ## Reproduction / observation On dev, org `t13444-easy` (Easy Mode on), project 57907 "Wizard 13448" (made by the Easy Mode wizard): the Tasks board shows the "Set up, then start tasks" strip asking the member to Add compute, add an AI account and Connect Git (reported by Task 13448's dev walk, also in draft 13987 item 1). An Easy Mode org needs none of these: Jaah supplies the shared node, Jaah AI and a Jaah-owned repo. ## Cause `apps/api/app/routes/org_setup.py` `_signals` (≈ line 271) and the step builders (`_operator_steps` ≈ 420, `_account_step` ≈ 378) know nothing of Easy Mode: `user_connected` needs an admin git connection, `account` needs a signed-in AI account, so the steps stay `todo`. The web strip (`apps/web/src/pages/templates/TemplateStarters.tsx:36` → `components/onboarding/SetupDiagram.tsx`) renders whatever the guide returns. ## Fix (no new surface) In `org_setup.py`, for an org whose `easy_mode` plan switch is on (the existing `plan_terms` switch read), mark the git-connection, AI-account and compute steps `done` (Jaah AI in Jaah mode and the org's shared node satisfy them). No new step, setting or UI component. Items 2 and 3 of draft 13987 are already covered: the App panel (`components/hostedApps/HostedAppPanel.tsx`) now renders at the top of the project's General tab, where the Easy create lands, with state, failure reason and Retry — verify that on dev and say so. ## Acceptance - AC-1: an Easy Mode org's guide reports the git, AI account and compute steps done → api test on `org_setup` with the switch on; off → unchanged (existing tests untouched). - AC-2: on dev, org `t13444-easy`'s Tasks board shows no Add compute / AI account / Connect Git prompt (screenshot, desktop + 390px). - AC-3: on dev, project 57907's General tab shows the app address and state ("Failed" with reason and Retry while the Lambda quota is pending) without scrolling past the repository table (screenshot). Out of scope: the wizard, the App panel's build, provisioning, the guide for orgs without Easy Mode, the latch logic (`FINISHING_STEPS`). Draft 13987 duplicates this; leave it alone (an operator closes it). Done means: - api tests for AC-1 pass; `./dc check quick` green. - Dev screenshots for AC-2 and AC-3 in the report. - PR merged through the lane and Jaah Deploy green.

Easy Mode orgs' setup guide now reads Git, AI account and compute done; dev Tasks board shows no setup prompts and the App panel shows Failed+Retry (screenshots). PR #7984 merged via lane, Jaah Deploy green. Draft 14008 filed. Memory: used mem-30597, mem-25288.
