Fix task tag editor to use correct
On a task opened under "All orgs" by an operator, the Details tab's Tags box lists the tag groups of the operator's own org, not the task's org. Picking one sends the task org's tag write a tag id it cannot resolve, and the row shows "tag <uuid> not found" (HTTP 422) instead of a pick.
Seen on a local stack: task 46 (org "Dev Live") offered the "Area" group (org "Operator"); the PUT to /api/tasks/46/tags answered 422. The catalogue read (`GET /api/tags/groups`, `apps/web/src/hooks/useTagGroups.ts`) is keyed on the caller's org; the editor (`apps/web/src/components/tasks/TaskTags.tsx`) should read the task's org catalogue, or hide the box when the task is outside the caller's bound org.
Out of scope: the tag model, the classifier (Re-tag), the board's tag chips.
Done means:
- A task viewed under "All orgs" offers only its own org's active tag groups, or no editor with a one-line reason.
- A pick on such a task saves (no 422) and the chip appears.
- A unit test on TaskTags/useTagGroups pins which org's catalogue the box reads.
Outcome
Task tag editor now reads the task's own org catalogue (one-org read via the operator filter header, per-org cache key); live check: only task org's tags offered, pick saves 200 with chip. Quick gate green; PR #7970 queued. Memory: none applied.
