Add Jaah auto-generated task management features

For the tasks automatically created by Jaah, 2 things should be done: 1. The description should mention that this task was automatically created based on the other task (clickable ID should be there) 2. These auto-created tasks should probably be in a separate section titled "Suggested by Jaah" and each task should have 2 buttons: Accept and Discard (both in the table and in the details view). Discard will delete the task while Accept will queue it 

Built "Suggested by Jaah". Runner-filed drafts now open with a link to their source task and sit in a section below Draft, with Accept (queue) and Discard (delete, no confirm) on the board row and the task page. Quick gate and changed-area tests green; visual check done at desktop and phone, and it looks right. PR #7966 is queued in the merge lane.
