Fix red develop 46c1d7310561

The merge lane found `develop` red at `46c1d7310561ec6821447bbb04a25740d9b088cd` on its own: no queued PR merges until it is fixed. Fixed red develop: catalogued Easy Mode hosting (knob tiers/label, workflows, hosted-app queue, cookie-GET exemption) and dropped retired Slack/Gmail envelope pins. 375 targeted tests pass, quick gate green; PR #7934 queued in merge lane. No UI surface affected. Memory: none applied.
