Hide Jaah AI low-balance banner when off plan

On the tenant Billing › Jaah AI page (dev, Org B acting as Owner, 2026-11-03), the page says "Not on your plan — Your plan doesn't include Jaah AI" while the banner above the products list says "Your Jaah AI balance is $1.00, under your low-balance alert of $10.00. Top up so work on Jaah AI doesn't pause." with a Top up button. - Show the low-balance banner only while the org's Jaah AI plan switch is on (and it runs on the Jaah account); off the plan, nothing can pause on Jaah AI, so the prompt to top up is misleading. Out of scope: the low-balance alert email/cron itself; plan switch behaviour; the wallet's figures. Done means: dev, an org with Jaah AI off its plan and a wallet balance under its alert shows no low-balance banner on /org/billing and /org/billing/jaah-ai (screenshot); an org on the Jaah account under its alert still shows it (screenshot); web tests cover both.

The low-balance banner now shows only when Jaah AI is on the plan and the Jaah account is in use. Web tests cover both cases, and the screenshots show it. I also fixed the api and frontend image builds (missing check_docs_build copy). PR #7917 merged as 3a5890bf; its deploy was superseded by a newer one. Memory: used mem-32882.
