Set Generic Login as Default Authentication Type

For UX purposes, make the Generic Login/Pwd option the default type (instead of Jira).  Move type to top, initial focus on type with generic login/pwd selected. Once type is chosen, focus switches to name with a default name based on cred type selected, so that user entry immediately replaces it.

New secret opens on Generic Login/Pwd, Type first and focused. Picking a type focuses Name with its slug selected; a taken default steps to slug-N. PR #7866 merged (fae2dc34), Jaah Deploy green. Visual check done on desktop and phone. Memory: used mem-31277.
