Fix red develop 517f8c546236

The merge lane found `develop` red at `517f8c5462368f6aaaebf5086457b9feaa0b80b3` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_agent_vocabulary_tools.py::test_every_tool_argument_names_a_field_the_route_model_declares` - `tests/test_agent_vocabulary_tools.py::test_every_nested_tool_argument_names_a_field_the_nested_model_declares` - `jaahd-unit-pytest` The whole gate log: artifact `14945` on lane task 13121. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: the jaahd CP body-model walker now reads partial_of(Create, exclude=…) bases, so the 2 vocabulary guards and jaahd-unit-pytest pass again. Quick gate green, review lanes approved, PR #7833 queued in the merge lane.
