Fix red develop 8e7afc8ec645

The merge lane found `develop` red at `8e7afc8ec645ecdf34caeea04b631e1dc8332b58` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_org_transfer_node.py::test_a_refused_move_writes_one_refused_row_and_moves_nothing` - `api-unit-dc-test` The whole gate log: artifact `14898` on lane task 13069. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Lane's org-transfer failure was already fixed on develop by c42a2df4b6 (verified green). Fixed a task_tree cache test flake (race with the live LISTEN) found in the full API unit run. PR #7826 merged as 44a417e; Jaah Deploy green. Memory: none applied.
