Identify and implement top 5 code reduction

Identify top 5 opportunities to massively reduce the amount of code (lines of code) in any part of the repo: - Similar functionality that can be unified and reused - Code that has been valuable but no more - A front end component or a group of them duplicate another component/page functionality. Use the most modern and nice looking - etc. Now implement them :)

Five code cuts in PR #7818 (lane queued): forge_repo_init URL/branch fold, forge_cli base fold, Python purge fixtures, web test routers onto answerGet, measured web test clones. Net -198 lines, 65 files; quick gate and all changed suites green; reviewer and verifier PASS. "Massively" not reachable: a knip export sweep (417 files, 0 dead) was reverted; report says why.
