Fix red develop 5b5487d68916

The merge lane found `develop` red at `5b5487d6891678815638c3331827bdb929ab3383` on its own: no queued PR merges until it is fixed. Fixed red develop (test-only): jaahd route readers now see ToolboxCall factory routes; the sync-handler request-plane probe now targets GET /api/org/billing/rentals. jaahd suite + transport test + quick gate green; PR #7815 queued. Memory: none applied.
